Detective Steve Burns (Al Pacino) is sent undercover into the gay S&M underground of New York City, on the trail of a serial killer who is preying on gay men. But as Steve becomes immersed in his double life, his identity becomes entangled with the case’s trajectory, as the police force's homophobia grows increasingly apparent and the killer remains at large.
